sites for new landfills in Ontario because of the complexity of its environmental
assessment legislation. It takes about 11 years in Ontario to get through
all the legal hurdles to open a new landfill, compared to only about three
years in the U.S., said [Todd] Pepper [of of Essex-Windsor Solid Waste]."

- The problem is that the province's
environmental assessment requirements are onerous and it can take a decade
to win approval to expand or build disposal infrastructure such as landfills
or waste-to-energy plants. Such solutions would be useful in the long-term,
but will be of little use in a short-term crisis.
